SUMMARY OF DUTIES:
The Lead Project Controls Specialist is a support role responsible for assisting in the financial reporting of delivery of a large-scale program with multimillion-dollar cost impacts and multi-year delivery schedule. The reporting may encompass multiple projects, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role work independently with some indirect supervision from Sr. Program Director and Controls direct supervision of Program Manager Controls. This position is responsible for working with and supporting the reporting and data analytics team to ensure accurate, timely and insightful reporting that supports data-driven decision-making across the organization. The role requires regular analytical and Federal Railroad Administration (FRA) reporting to other staff, Executive Committee, and stakeholders.

ESSENTIAL FUNCTIONS:
* Create comprehensive reports and dashboards to track key performance indicators (KPIs) for different projects.
* Analyze performance data, financial reports, and operational metrics to provide valuable insight.
* Ensure the accuracy and integrity of data by implementing data quality control measures.
* Effectively communicate findings and insights to senior management and relevant stakeholders.
* Develop forecasts and predictive models to assist in decision-making processes.
* Manage a team of analysts responsible for data, collection, analysis, and railroad reporting.
* Continuously identify and implement process improvements to enhance reporting efficiency and accuracy.
* Ensure compliance with FRA regulatory requirements and internal policies related to reporting and data management.
* Understanding of relevant regulations and compliance standards in the Transportation Industry.
* Proactively identify and mitigate risks, ensuring the organization's operations are resilient to external challenges.
* Ensure strict adherence to industry regulations and company policies maintaining a high level of compliance.
* Conduct regular audits to verify compliance and implement corrective action as necessary.
* Ensure adherence to the Amtrak Program Management methods and governance standards.


MINIMUM QUALIFICATIONS:
* Bachelor's degree

* Project controls reporting and analysis experience

* Strong project management skills and program support experience

* Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
* Superb communication and stakeholder management skills with a focus on collaboration, team building, and customer service
* Effectiveness working diplomatically across teams with varying objectives.
* Ability to work independently and maintain confidentiality.
* Ability to multi-task and thrive in an environment where information is required to be provided quickly and accurately.

* Must have work authorization in the United States.


PREFERRED QUALIFICATIONS:
* 6+ years Project controls reporting and analysis experience - Amtrak preferred.

* Experience with various types of reporting (track usage, outages, etc.) in the transportation industry environment.
* Experience with project management on large-scale, multi-year complex construction projects.
* Experience with project management software (Primavera P6, Microsoft Project Server).


WORK ENVIRONMENT:
* Office building environment.
* Work in cubicle setting; stand, sit, bend, twist, use file drawers.
* Sit at computer to complete assignments, projects, and majority of tasks.
* Ability to work under pressure.
* Travel 25%

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary range is $94,300-$122,256. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
